The Opportunity

The Policy Unit within the Ministry of Environment’s Climate Resilience Branch is seeking a Team Lead.

In this role, you will have the opportunity to work on a variety of complex issues that are a top priority for executive leadership within the ministry and across government.

In addition to supervising a small team of senior policy analysts, you will also undertake the work of a senior policy analyst, including:

  • Assessing climate change policy and program options, and supporting implementation of the province’s climate change strategy, Prairie Resilience;
  • Identifying and analyzing issues, trends and developments that impact/could impact provincial climate policy;
  • Supporting the evaluation and continuous improvement of the province’s emissions management framework;
  • Producing Cabinet materials and providing policy advice to senior leadership;
  • Working with cross-ministry partners to support the province’s sustainable economic growth.

Ideal Candidate

The Team Lead is expected to have strong oral and written communication skills, well-developed organizational skills, and the ability to motivate team members. The Team Lead must be decisive, strategic, and able to foster a working environment that is respectful, collaborative and accountable.

The ideal candidate will have either:

  • one plus years’ experience in a supervisory role with direct reports; or
  • two plus years’ experience leading/managing projects that require working collaboratively with individuals over whom you have no formal authority.

In addition, the ideal candidate will have 4 plus years’ experience in each of the following areas. This experience can be obtained through paid employment and/or through completion of graduate studies at an accredited university.

  • Collecting, summarizing and interpreting information from a variety of sources;
  • Producing reports and other written materials that are written to a very high standard, and which inform discussions and/or contribute to executive decision-making; and
  • Developing new policies, and/or assessing the effectiveness and/or potential impact of new or existing policies.

The ideal candidate will demonstrate the ability to:

  • Communicate complex issues in simple language to various audiences, including those with little background in the subject area;
  • Develop policy options and provide value-added analysis for consideration by senior leadership;
  • Manage multiple tasks and meet competing deadlines;
  • Understand the challenges, complexities and constraints faced by government; and
  • Understand the role of the public servant in executing government directed policy.

Knowledge of and/or experience in the following areas will be considered an asset:

  • Government operations – regulatory and legislative processes
  • Climate change – causes and impacts, mitigation and adaptation strategies
  • Saskatchewan’s economy
  • Greenhouse gas emissions – sources and sinks
  • Intergovernmental relations
  • Economic/environmental sustainability

Typically, the knowledge, skills and experience required to be successful in this position are obtained through post-secondary education in public policy, public administration, political science, economics, or natural sciences, and professional experience in related fields.

Other Requirements

This position may occasionally involve overnight travel and requires a valid Class 5 driver’s license.
